Post-Construction Cleaning Checklist: Rough, Final, and Punch-List Phases

A practical guide to the three phases of post-construction cleaning and what each phase should include for a move-in-ready result.

Post-construction cleaning is the bridge between a completed build and a move-in-ready space. Done poorly, it delays occupancy, creates tenant complaints, and triggers punch-list rework. Done well, it's invisible — the space simply feels finished.

Phase 1: Rough Clean

The rough clean happens while construction is still partially active. Its purpose is to remove the bulk of construction debris so tradespeople can work efficiently and safely.

What's included: - Remove all large debris, packaging, and scrap materials - Sweep all floors and stairwells - Vacuum rough concrete surfaces - Wipe down HVAC ductwork and mechanical systems (before ceiling close-up) - Clean up drywall dust from all surfaces - Remove stickers and labels from windows and fixtures - Dispose of waste in designated dumpsters

Timing: After framing, drywall, and mechanical rough-ins are complete, before finish work begins.

Phase 2: Final Clean

The final clean transforms the space from a construction zone to a professional environment. Every surface, fixture, and finish is cleaned to occupancy standards.

What's included: - All interior glass and mirrors cleaned (both sides) - All hard surfaces wiped, scrubbed, or polished - Restroom fixtures sanitized and polished - Light fixtures and switch plates cleaned - Carpet vacuumed and spot-treated - Hard floors mopped, stripped, or polished as needed - Elevators cleaned (tracks, walls, panels) - Kitchen/break room appliances wiped and sanitized - All ledges, sills, and trim dust-free - Baseboards cleaned - Entry doors and hardware polished

Timing: After all finish work, painting, and fixture installation is complete.

Phase 3: Punch-List Clean

The punch-list clean addresses any items flagged during the final walkthrough with the general contractor and owner. It's the quality assurance pass that catches everything missed in the final clean.

What's included: - Touch-up cleaning on flagged items - Re-clean any surfaces affected by last-minute trade work - Final glass clean (construction crews often touch windows after final clean) - Spot-vacuum and mop as needed - Remove any remaining construction stickers or tape - Final inspection walkthrough with GC

Timing: 1–3 days before Certificate of Occupancy or tenant move-in.

Getting It Right

Post-construction cleaning requires coordination with the general contractor, an understanding of construction schedules, and the ability to scale crews up and down as phases complete. A cleaning vendor that can't flex with your timeline will bottleneck your project.
